It seems that the procuring agency has split or regrouped the work / items in parts, which is violation of Rule-12. Procuring Agency is required to furnish justification / clarification prior to opening of bids………. 3. The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) read with Rule-39 of SPP Rules, 2010…………… 4. Part of B.Ds i.e. BoQ is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010…………….. 5. Same member of Procurement Committee cannot reflect in Complaint Redressal Committee for the sack of Transparency, which create conflict of interest……… 6. Rs.5,000/- has been asked for Tender Fee. In terms of Rule-20(2), the Procuring Agency is required to ensure that fee charged for bidding document shall not exceed the cost of preparation and printing of the documents………… 7. Procuring agency has mentioned two different time for Completion in NIT and bidding documents. Procuring agency is required to rectify the infirmities at the earliest……….. 8. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 9. PA is required to pay web-hosting charges……… 10. Procuring Agency is required to rectify/justify the above in timely manner………. It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
