Preliminary Assessment / Observations / Findings:………
1. The bids are required to be opened within one hour of deadline of submission, whereas, in the instant case the gap between the submission and opening of bids is more than one hour as per bid data sheet/bidding documents, which is violation of Rule-41(3)……….
2. The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) read with Rule-39 of SPP Rules, 2010……………
3. Procuring Agency has used and posted Standard bidding documents for works Rs. 2.5 to 50 Million instead of Up to Rs. 2.5 Millions for the all works. Procuring Agency is advised to used and poste standard bidding documents as per estimated cost notified by SPPRA as per Rule-21(3) of SPP Rules, 2010 and extend the response time accordingly………
4. Part of B.Ds i.e. BoQ is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010.
5. Same member of Procurement Committee cannot reflect in Complaint Redressal Committee for the sack of Transparency, which create conflict of interest………
6. As per estimated cost of works, completion period of 12-months seems too long. Justification is required.
7. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
8. PA is required to pay web-hosting charges………
9. Procuring Agency is required to rectify/justify the above in timely manner……….
