The Procuring Agency has not uploaded Notification of Procurement Committee.P.A has advised to upload Procurement Committee which is required in terms of Rule-7 of SPP Rules 2010. Prior to opening of bids. The Procuring Agency has not uploaded Notification of Complaint Redressal Committee. P.A has advised to upload a Complaint Redressal Committee which is required in terms of Rule-31 of SPP Rule-2010. Prior to opening of bids. The procuring agency has just required list of Works completed, but it has not mentioned the minimum acceptable requirements i.e. minimum number of works/schemes and the period during which the work should have been completed. The PA is required to mention experience requirement in light of SPPRA Notification dated 10-04-2023 [criteria at 7(a)]. The list /detail of required machinery is not mentioned in the bidding documents, as per Clause 4.2 (j) of SPPRA Regulations for works. [Criteria at 7(b)]. The Procuring Agency has not mentioned the details of minimum acceptable qualification and experience of Technical personnel and key site management staff required for qualification in the bidding documents. [Criteria at 7(c)]. The procuring agency has not mentioned as to how it will qualify/disqualify the bidders on the basis of the list of work in progress submitted by them? [Criteria at 7(e)]. Procuring Agency has asked affidavit that firm is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. In terms of Authority’s letter No. DD (HRF&CB)/SPPRA/22-23/0942 Dated 10.04.2023 Turnover of at least last five years is required. PA is required to rectify the infirmity at the earliest to ensure compliance of Authority’s letter dated 10.04.2023. Bid data sheet envisage two different types of contract i.e. Fixed Price contract and Price adjustment contract. The P.A is required to choose any one. Procuring Agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft. The letter may be downloaded from the website (http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf). It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
