(1) In terms of Rule-47(1) Single Stage One Envelope, the bidding procedure shall be used as the standard Bidding procedure for the procurement of goods, works, and services of a simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be of a simple and routine nature, the procuring agency has used a single-stage two-envelope procedure. Besides, the evaluation criteria consist of only some documentary requirements, as the 'Single Stage One Envelope' procedure is appropriate. The Procuring Agency is advised to furnish justification for the same. (2) scope of work (S) of NIT, i.e., mentioned various Villages, Surroundings & different areas. But P.A has not mentioned in the BOQ which areas. The names or areas are required to be rectified. (3) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not. blacklisted or debarred. (4) The P.A has asked Bid Security in the shape of 'Pay Order' only, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No: MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010. (5) In terms of para 2.16 (iv) of the guideline of SPPRA for procurement of works circulated vide SPPRA Notification No. DD(HRF&CB)/ SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works ( at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during the last five years, in the instant case P. A has asked for relevant experience of three years only, but in the instant NIT P. A has not mentioned the time period or the experience of how many years. Rectification is required. (6) Specification of most of items shown in Non Schedule Items is missing. Rectification under Rule-13 of SPP Rules is required.
