i. As per para 2.16(iv) of SPPRA Regulations for procurement of works circulated vide Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; relevant experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. Whereas, the procuring agency has required experience of three years only, PA is required to rectify the same ii. ii. Procuring Agency has uploaded Notification of Procurement Committee for the year 2022-2023 which has expired on 30th June. P.A. is required to notify new Procurement Committee for the Current Financial Year terms of Rule-7 of SPP Rules, 2010, prior to opening of bids. iii. The PA has inserted condition No.7 that “each bidder should apply not more than three works, to ensure fair competition in line with principles of procurement”, which is restricting competition in terms of Rule-36(1) of SPP Rules, 2010. PA is advised to rectify the infirmity and allow all bidders to participate in bidding. iv. iii. Procuring agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft. v. iv. Procuring Agency has asked affidavit that firm should never been blacklisted by the Government Department. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition. The Procuring Agency is hereby advised to reply to the observations/ infirmities which has mentioned above.
