i. Procuring Agency has asked evidence of ownership of machinery in eligibility criteria, whereas a contractor may obtain such machinery on lease/rent basis for project as per clause-2.16(A)(iii) of Regulation for works, therefore, above condition is in conflict with Rule-44 of the SPP Rules, 2010. Rectification is required. ii. PA is advised to constitute procurement committees and complaint redressal committees comprising the officers / officials who have completed procurement certification course in terms of Government of Sindh Circular No. SO(C-IV)SGA&CD/4-13/16 dated 20th April,2017. iii. PA is required to pay web-hosting charges Procuring Agency is required to rectify/justify observations mentioned above in timely manner.
