Violation Notes
(01) The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) of SPP Rules, 2010. Before proceeding further procuring agency is required to upload bidding documents and extend the response time accordingly
(02) The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages.
(03) The Procuring agency has not Uploaded the CRC and the P,.C Notification which is the violation of Rule-7 & Rule-31 of SPP Rules, PA is required to prior to opening of bids.
(04) Specification of most of items shown in Non Schedule Items is missing. Rectification under Rule-13 of SPP Rules is required.
(05) In terms of para 2.16 (iv) of the guideline of SPPRA for procurement of works circulated vide SPPRA Notification No. DD(HRF&CB)/ SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works ( at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during the last five years, in the instant case P. A has asked for relevant experience of three years only, but in the instant NIT P. A has mentioned only 3 years of the the time period of the experience has required.. Rectification is required.
(06) The Procuring Agency has not required the mandatory requirement for the evaluation of bids for qualification. Resultantly, bidders who will not provide some mandatory requirement like experience or bank statement, etc, will not get marks eligible for qualification. Rectification is required.
(07) Procuring Agency has not upload a copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010.
(08) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.
