Violation Notes
"1) Rs.10,000/- has been asked in account of Tender Fee. In terms of Rule-20(2), the Procuring Agency is required to ensue that fee charged for bidding document shall not exceed the cost of preparation and printing of the documents. Justification / rectification is required.
2) Asking Bid Security in the shape of specific instrument, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37
(3) Procuring Agency has asked % of bid amount in lieu of bid security which conflicting the provision of Rule-37 of SPP Rule, 2010 amended vide SGA&CD notification dated 25.08.2025 3) Condition i.e. firm must have 50-contracts on EPAD system is against the provision of Rule-44 of SPP Rules
4) Bidding Documents prepared by M/S CGD Consulting, whereas it is domain of procurement committee under Rule-8 of SPP Rules, 2010. P.A may justify the selection of above cited consulting as per SPP Rule.
5) PEC Category has been asked whereas as per nature of procurement it seems not applicable
6) 2% Bid security of bid price as well as Rs.10.0 Million is mentioned which created ambiguity.
7) Procurement is for 'Goods' whereas bid document pertains to 'Civil Works
8) Procuring Agency has asked affidavit that firm should not blacklisted previously. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition
9) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.

Step 4: Upon saving the PIN, an OTP will be sent to your registered email address. Step 5: Check your email inbox, enter the OTP received, and confirm the PIN setup. Once successfully configured, the PIN may be used for authentication in place of OTPs, thereby minimizing delays caused by email delivery issues. Important: Users are advised to keep their PIN confidential and secure at all times. The PIN should not be shared with any other person, as unauthorized use may result in misuse of the user's account and actions performed therein."
