(1) B.Ds i.e. BoQ are not signed Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010. (2) The Procuring Agency has not required the mandatory requirement for the evaluation of bids for qualification. Resultantly, bidders who will not provide some mandatory requirement like experience or bank statement, etc, will not get marks eligible for qualification. Rectification is required. (3) Procuring Agency has not upload a copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010. (4) The Procuring agency has not Uploaded the CRC and the P,.C Notification which is the violation of Rule-7 & Rule-31 of SPP Rules, PA is required to prior to opening of bids. (5) Bidding Documents do not consist of BoQ and Data sheet. The bidding documents do not contain letter of invitation for bids Instruction for preparing bids, Conditions of the contract (General/Special) in terms of Rule-21(1) and detailed and unambiguous evaluation criteria required in terms of Rule-21(1)(h) and 21(A) of SPP Rules, 2010. The procuring agency is required to rectify the above infirmity and extend the response time accordingly. (6) The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages. (7) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.
