Preliminary Assessment / Observations / Findings:………
1. Procuring agency (PA) has issued Corrigendum vide letter No. TC/935/2026, dated 25.05.2026 posted along with NIT wherein, mentioned the deadline i.e. last date of issuance of bidding documents is 08.06.2026 instead of 06.06.2026. Procuring agency is required to upload newspaper clippings of Corrigendum Published in widely circulated leading daily/ies of English, Urdu & Sindhi language(s) as well as in terms of Rule-22(2) read with Rule-17(2) of SPP Rules, 2010………..
2. Procuring Agency has adopted single stage two envelope procedure, but, evaluation criteria consists of only some documentary requirement for 'Single Stage One Envelope'procedure is appropriate. Besides, criteria is not clear about requisite list of machinery equipment, therefore it required justification that on which grounds most advantageous bidder will be selected……..
3. As per Eligibility criteria No.(vii), Bio Data of Engineering And Technical Staff is required. However, bidding documents do not mention, the details and number of Engineers and Technical staff required and what should be their qualification. PA is required to mention the information in bidding documents……..
4. The Procuring Agency has uploaded a notification of the Complaint Redressal Committee in terms of Rule 31 constituted in 2019 and a notification of the Procurement Committee in terms of Rule 7 constituted in 2020. The procuring Agency has to clarify whether these committees are still functioning with the same members or not. Clarification is required……….
5. Procuring Agency has asked Bid Security @ 5%. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity……….
6. Part of B.Ds i.e. BoQ & Bid data sheet is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010……..
7. Procuring Agency has asked affidavit that the “form have never been blacklisted by any Government & Semi Government”. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition…….
8. NIT is uploaded on EPAD accordingly the interested bidders are required to submit & open their bid through the EPAD-System, however, NIT envisaged that bid will be submitted and opened in the office of Procuring Agency, which is against the standard of electronic bid through EPAD. Procuring agency is required to rectify the infirmity………
9. As per estimated cost of works, completion period of 24-months seems too long. Justification is required………
10. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
11. Procuring Agency is required to rectify/justify the above in timely manner……….
It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
