Preliminary Assessment / Observations / Findings:………
1). In terms of para 2.16(iv) of guideline of SPPRA for procurement of works circulated vide SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case minimum experience is not mentioned……….
2). As per para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years is required. In the instant case annual turn over is not mentioned……….
3). The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading daily of English, Urdu and Sindhi languages in terms of SPP Rule-17(2) read with Rule-17(1A)………….
4). The procuring agency has included specific brand names, model numbers, or catalog numbers without mentioning the words “Or equivalent” with multiple items which is a violation of Rule-13(1) of SPP Rules, 2010…………….
5). Procuring Agency has asked bid security 5% of bid amount. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity……………….
6). In terms of 47(1) single stage one envelope procedure shall be used as standard procedure for procurement of simple and routine nature and where no technical complexity or innovation is involved. However, Procuring Agency (PA) adopted single stage two envelope procedure for routine and simple procurements which is violation of Rule-47(1) &(2) of SPP Rules, 2010. as per amendment notified vide SGA&CD’s notification No: SORI(SGA&CD)2-30/2010 dated 11.8.2021…………….
7). The Procuring Agency has uploaded a notification of the Complaint Redressal Committee in terms of Rule-31 constituted in 2016. The Procuring Agency has to clarify whether this committee is still functioning with the same members or not. Clarification is required……….
8). Procuring Agency has mentioned the evaluation eligibility / qualification criteria in NIT only. Whereas, in terms of Rule-21(1)(h) read with Rule-21(A), bidding documents must contain a detailed and unambiguous evaluation criteria. The procuring agency is therefore advised to make the evaluation criteria part of the bidding documents………….
9). Procuring Agency has used and posted Standard bidding documents for works Rs. 2.5 to 50 Million instead of Up to Rs. 2.5 Millions for the all works. Procuring Agency is advised to use standard bidding documents as per estimated cost notified by SPPRA as per Rule-21(3) of SPP Rules………….
10). Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010…………
11). Procuring Agency has asked affidavit that firm has never been Black Listed from any executing agency. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition……….
12). Mr. Arif Nazar/Atif Nazar has been included as independent professional in CRC. P.A may ensure that said members have not participated in the competition of procurement process (directly/indirectly) otherwise it may conflict of interest and affect the provision of Rule-4 of SPP Rules, 2010…….
13). The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred…………
14). Procuring Agency is required to rectify/justify the above in timely manner……….
