(1) • The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages but here the P.A has uploaded the Clippings are not readable. P.A is advised to upload some readable Clippings. (2) • It appears that the procuring agency has regrouped/split the same scheme/work in parts, which is against the provision of Rule-12 of SPP Rules. Justification / rectification is required. (3) • In terms of Rule-47(1) Single Stage One Envelope, the bidding procedure shall be used as the standard Bidding procedure for the procurement of goods, works, and services of a simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be of a simple and routine nature, the procuring agency has used a single-stage two-envelope procedure. The Procuring Agency is advised to furnish justification for the same.
