Whereas, in terms of Rule-21(1)(h) read with Rule-21(A), bidding documents must contain a detailed and unambiguous evaluation criteria. The procuring agency is therefore advised to make the evaluation criteria part of the bidding documents………… 2. Procuring Agency is advised to ensure publication of Notice Inviting Tender in newspapers as per Rule-17(1A) read with Rule-17(2), 18 and Authority’s instructions circulated vide No.MD/SPPRA/1-1(GEN)/2021-22/0927 dated 17th March, 2022………. 3. NIT is uploaded on EPAD accordingly the interested bidders are required to submit their bid through the EPAD-System. In the instant case, Procuring Agency has not mentioned procedure of submission of bid on the EPAD system, however NIT envisaged that bid will be submitted and opened in the office of Procuring Agency, which is against the standard of electronic bid through EPAD.
