Preliminary Assessment / Observations / Findings:……… 1. The Procuring Agency has uploaded NIT on 24.07.2026 with expired schedule of submission and opening (as mentioned in the NIT and B.D) i.e. 20.07.2026 which is not as per Rue-17 & 18 of SPPRA Rules, 2010……….. 2. Procuring agency (PA) has issued Corrigendum vide letter No. CPC/ED/KMC/192/2026, Dated: 14.07.2026 wherein, modification in schedule. Procuring agency is required to upload newspaper clippings of Corrigendum Published in widely circulated leading daily/ies of English, Urdu & Sindhi language(s) as well as in terms of Rule-22(2) read with Rule-17(2) of SPP Rules, 2010………… 3. The Procuring Agency has not upload Annual Procurement Plan which is violation of Rule-11 of SPP Rules, 201. Procuring Agency is required to upload copy of Annual Procurement Plan on E-PADs at the earliest……… 4. Date and time of Submission & Opening of bids not mentioned in bid data sheet in terms of Rule-17(3)(C) read with Rule-21(1)(e)(f)…….. 5. Only English & Urdu language newspaper clipping of NIT posted on E-PADs. PA is required to upload newspaper clipping of NIT published in leading dailies of English, Urdu and Sindh languages in terms of Rule-17(1A) & (2) of SPP Rules, 2010…………. 6. Procuring Agency has asked affidavit that the firm has never been blacklisted by any Government/Semi-Government/Autonomous Body. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition……… 7. Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010…………….. 8. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 9. PA is required to pay web-hosting charges……… 10. Procuring Agency is required to rectify/justify the above in timely manner………. It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit. 1. The Procuring agency has not upload Notification of Procurement Committee on E-PADs. Procuring Agency is required to upload Notification of Procurement Committee in terms of Rule-7 of SPP Rules, 2010……… 2. Procuring agency has not upload Notification of Complaint Redressal Committee on E-PADs. Procuring Agency is required to upload Notification of Complaint Redressal Committee in terms of Rule-31 of SPP Rules, 2010…….. 3. Procuring Agency is required to upload signed copy of Annual Procurement Plan on E-PADs as per Rule-11 of SPP Rules, 2010……….. 4. The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading daily of English, Urdu and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010……. 5. NIT is uploaded on EPAD accordingly the interested bidders are required to submit their bid through the EPAD-System. In the instant case, neither address of EPAD website is shown in NIT nor procuring agency has mentioned procedure of submission of bid on the EPAD system, however NIT envisaged that bid will be submitted and opened in the office of Procuring Agency, which is against the standard of electronic bid through EPAD. Procuring agency is required to rectify the infirmity………… 6. Procuring Agency has asked bid security 2% of quoted bid price. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity……… 7. Procuring Agency (PA) has mentioned difficult and discriminatory condition i.e. working experience of the contractor with KMC should be at least 12 years, which is not in consonance with SPP Rule-44…… 8. Procuring Agency has clearly not mentioned mandatory requirement i.e. minimum required turn over in bidders eligibility / qualification criteria………. 9. Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pads) website as defined in the Rule-24 (2) of the SPP Rules, 2010…………….. 10. PA is required to pay web-hosting charges……………… 11. Procuring Agency is required to rectify/justify the above in timely manner.
