1) CRC does not comprise DAO or representative of AG Sindh, as required under Rule-31. It may be noted that Divisional Accounts Officer working in the concerned Division/Department could not serve the purpose of Transparency. PA is required to re-notify the CRC comprising DAO or representative of AG Sindh as member, prior to opening of bids. 2) "Hard copy of Annual Procurement Plan posted on PPMS does not envisage the procurement carried out through subject NIT. Justification under Rule-11 & 12 is required. 3) Asking Bid Security in the shape of specific instrument, which is against the provision of Rule-37 of SPP Rules (read with policy instructions of SPPRA circulated vide letter No:MD/SPPRA/2025-26 dated 11.05.2026) according to which; P.A has to specify all permissible forms of bid security and bidder(s) have their discretion to submit their bid security in any one of form as prescribe in Rule-37(2) of SPP Rules, 2010 4) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred. 5) The criteria must clearly mention minimum requirement of minimum amount of turn-over . In the instant case same is missing. 6) As per nature of procurement, PEC registration is not required. P.A may justify under PEC bylaws.
