(1) Eligibility condition i.e. Technical BoQ on Company’s Letterhead without showing rates' is ambiguous and may violate the spirit of transparency in bidding process. Justification / rectification is required. (2) In terms of Rule-46(1) P.A is required to ask relevant experience and Annual Turn over which is further determine vide SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; according to which as per para 2.16(iv) of guideline of SPPRA for procurement of works; average annual financial turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and annual turn over is not as per above provision (3) Estimated cost inserted on system is different from the estimated cost mentioned in the documents. 4) P.A has regrouped two different works in together which is violation of Rule-12 of SPP Rules. ""PA has not uploaded signed copy of annual procurement plan on the website as required under Rule-11 of SPP Rules. • PA has not uploaded notification of Procurement committee, which is required to be uploaded at the earliest/ prior to opening of bids. • PA has not uploaded notification of Complaint Redressal committee, which is required to be uploaded at the earliest/ prior to opening of bids. The Procuring agency is required to upload newspaper clipping of NIT Published in widely circulated leading dailies of English and Sindhi languages in terms of Rule-17(2) of SPP Rules, 2010.""
