1). Bid data sheet envisage two different types of contract i.e. Fixed Price contract and Price adjustment contract. 2) In terms of Rule-47(1) Single Stage One Envelope bidding procedure shall be used as the standard bidding procedure for procurement of goods, works and services of simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be simple and routine nature, the procuring agency has used single stage two envelope procedure 3) in terms of Rule-21(4) of SPP Rules, the bid documents is not consists of Evaluation Criteria containing relevant experience and Annual turnover in compliance of para 2.16(iv) of guideline of SPPRA for procurement of works, according to which Procuring Agency has not upload signed copy of procurement plan, which is required to be uploaded as per Rule-11(3) of the SPP Rules, 2010.
