Preliminary Assessment / Observations /Findings:……… 1. Procuring Agency has asked bid security 5%. Whereas, “The Procuring Agency shall require the bidders to furnish a fixed amount of bid security not exceeding five percent of the estimated value of procurement determined by the procuring agency” as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010(5-13/P-II) dated 25.10.2025. Procuring agency is required to rectify the infirmity………… 2. Criterion i.e. (list of ongoing ……, at least 02 works……….) is not appropriate and may restrict the competition within specific firms /contractors which resulting violation of Rule-44 of SPP Rules 2010. Besides, P.A has not specify Justification/rectification is required…… 3. Procuring Agency has assign marks to the mandatory requirement that is required turnover and experience etc. Resultantly a bidder who failed to provide such mandatory requirement but get qualifying marks from other criterion’s will be consider as eligible. In that case what will be the justification to PA in compliance of applicable rules……. .. 4. Criteria is not clear about requisite list of machinery equipment, requisite list of professional Engineers & technical staff and its bio data, therefore it required justification that on which grounds most advantageous bidder will be selected as required under amendment in SPP Rules, 2010 vide SGA&CD Notification No. SORI (SGA&CD)2-30/2010 dated 11.08.2021…………. 5. Specific locations where work to be done are clearly not envisaged in schedule of requirement…… 6. As per estimated cost of works, completion period of 24-months seems too long. Justification is required……. 7. The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA(https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred………… 8. Procuring Agency is required to rectify/justify the above in timely manner………. 9. PA is required to pay web-hosting charges……… It may be noted that it is the sole responsibility of procuring agency to make all the public procurements by observing the SPP Rules, 2010, regulations, instruction/ orders and procedure in letter and spirit.
