(1) As per estimated cost of works i.e 2.5 million aprox, and P.A has mentioned the completion period of 12-months seems too long, justification is require.
(2) As per the Estimated cost of a work, P.A has required the Tender Fee which is excessive and needs justification under Rule-20 of SPP Rules 2010.
(3) scope of work (S) of NIT, i.e., mentioned various Villages, Surroundings & different areas. But P.A has not mentioned in the BOQ which areas. The names or areas are required to be rectified.
(4) In terms of para 2.16 (iv) of the guideline of SPPRA for procurement of works circulated vide SPPRA Notification No. DD(HRF&CB)/ SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works ( at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during the last five years, in the instant case P. A has asked for relevant experience of three years only, but in the instant NIT P. A has not mentioned the time period or the experience of how many years. Rectification is required.
(5) Bidding documents are not signed, P.A is required to Upload signed bidding documents
(6) The Procuring Agency shall verify from the list of blacklisted firms available on the website of SPPRA (https://pprasindh.gov.pk/blacklistfirms.php) that the firm/bidder/contractor is not blacklisted or debarred.
