(1) In terms of para 2.16 (iv) of the guideline of SPPRA for procurement of works circulated vide SPPRA Notification No. DD(HRF&CB)/ SPPRA/22-23/0942 dated 10th April, 2023; according to which relevant experience of similar nature of works ( at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during the last five years, in the instant case P. A has asked for relevant experience of three years only, but in the instant NIT P. A has not mentioned only three years of time period of experience of three years only. Rectification is required. (2) As per BID Data sheet the completion time is 24 months, but in the NIT P.A has mentioned the completion period of 12-months it creates ambiguity, Procuring Agency justification is require. (3) In terms of Rule-47(1) Single Stage One Envelope, the bidding procedure shall be used as the standard Bidding procedure for the procurement of goods, works, and services of a simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be of a simple and routine nature, the procuring agency has used a single-stage two-envelope procedure. Besides, the evaluation criteria consist of only some documentary requirements, as the 'Single Stage One Envelope' procedure is appropriate. The Procuring Agency is advised to furnish justification for the same
