(1) The Procuring Agency has already posted the same Procurement three times, (1) Sr. S-26010697849 dated 27th January 2026, (2) 2nd time at S- 26030740306 dated Mar 31, 2026, And (3) 3rd time at Sr. No 26050781597 dated 11.05.2026. The P.A is required to intimate the current status of the previous called NIT/procurement weather they were canceled Or still in process, P.A is advised to rectify the same before opening of the NIT> (2) The bidding documents do not contain amount and manner of payment of performance security required in terms of Rule-21(1)(d) of SPP Rules, 2010. Before proceeding further procuring agency is required to upload bidding documents and extend the response time accordingly (3) The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages. (4) As per estimated cost of works, i.e 5 million & P.A has mentioned the period completion of 24-months seems too long, justification is requiring. (5) Part of B.Ds i.e. BoQ is signed (which is appreciated) but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010. (6) Bidding Documents do not contain the eligibility / qualification as per Rule-46(1)(a). PA is required to ensure that eligibility criteria contain the requirements mentioned in Rule-46(1) and extend the response time accordingly (7) Procuring Agency has asked undertaking on E-stamp paper that firm/Company is not currently blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such (8) The Procuring agency has not Uploaded the CRC and the P,.C Notification which is the violation of Rule-7 & Rule-31 of SPP Rules, PA is required to prior to opening of bids.
