(1) scope of work (S) of NIT, i.e., mentioned various Villages, Surroundings & different areas. But P.A has not mentioned in the BOQ which areas. The names or areas are required to be rectified. (2) The Procuring agency has uploaded an expired NIT on 11-05-2026 at E-PADs with bidding documents (after Five (05) days date of opening), Wherein mentioned the schedule of issuance i.e. “tender will be issued from 23-04-2026 deadline for submission is 07-05-2026 and opening in same day within one hour of submission” hence the above act is illegal and falls under Fraudulent practices as defined under Rule-2(q) of the SPP Rules, 2010. which is violation of Rule-18 read with Rule-2(1)(eee). (3) Procuring Agency has uploaded bidding documents of another work which is not as per SPP Rule-21. It is transpired that subject NIT does not fulfill the mandatory provisions of the SPP Rules, 2010, therefore it is advised to re-upload NIT and bidding documents by fulfilling all the codal formalities as per requiremen of relevant provisions of SPP Rules. (4) Procuring Agency has posted unreadable copy of NIT published in English, Urdu and Sindhi language newspapers. PA is required to upload readable / legible copy of newspaper clipping of NIT published in English, Urdu & Sindhi language newspaper’s in terms of Rule-17(2) of SPP Rules, 2010. (5) The CRC does not comprise independent Professional, as required under Rule-31. PA is required to re-notify the CRC comprising Independent Professional from relevant field. (6) 5. In terms of SPPRA Notification no.DD (HRF&CB)/SPPRA/22-23/0942 dated 10th April, 2023; average annual financial turnover not less than equivalent cost of the scheme/project during last five years and Experience of similar nature of works (at least one work of 80% of the estimated cost OR two works of 50% of the estimated cost) executed during last five years is required. In the instant case relevant experience and annual turnover is not as per above provision.
