P.A is required to upload newspaper clipping of NIT Published in dailies of English & Sindhi languages newspaper in terms of Rule-17(2) of SPP Rules, 2010, prior to opening of bids.
Different date Bid will opened i.e. 14-02-2025 mentioned in invitation to bid/instructions to bidders whereas i.e. 17-02-2025 the date of bid opening as per Notice inviting tender. P.A is required to rectify prior to opening of bids.
Procuring Agency has asked affidavit that firm is not blacklisted. P.A may ensure that if a firm was black listed and current status of that firm is De-listed then such firm may be allowed for competition.
It seems that CRC does not comprise Independent Professional, as required under Rule-31 (an independent professional shall not be any Government official and shall be from the relevant filed for which the procurement process is being carried out. PA is required to re-notify the CRC comprising Independent Professional from relevant field, prior to opening of bids.
Procuring Agency is required to pay NIT Hosting Charges in accordance with this Authority’s letter dated 18.05.2018 in favour of Director (A&F), SPPRA through crossed cheque / Pay Order / Demand Draft. The letter may be downloaded from the website (http://www.pprasindh.gov.pk/policies/Policy18May2018.pdf).
It is the responsibility of Procuring Agency (PA) to strictly observe the SPP Rules, 2010 in letter and spirit. Violation of any SPP Rule/Act/Instruction will tantamount to mis procurement.
