(1) In terms of Rule-47(1) Single Stage One Envelope, the bidding procedure shall be used as the standard Bidding procedure for the procurement of goods, works, and services of a simple and routine nature and where no technical complexity or innovation is involved. However, in the instant case, which seems to be of a simple and routine nature, the procuring agency has used a single-stage two-envelope procedure. The Procuring Agency is advised to furnish justification for the same. (2) Condition NO.11 of the NIT be rephrased as under: The interested bidders may upload the bidding documents on EPADS portalsindh.eprocure.gov.pk. The bids, duly completed in all respect and signed by authorized person, must be submitted through EPADS.. Rectification is required. (3) Some part of B.Ds are not signed but Procuring Agency is required to upload signed copy of each and every page of Bid Document to enabling the bidder(s) to submit their bids by downloading Bid Document from SPPRA (E-pad) website as defined in the Rule-24 (2) of the SPP Rules, 2010. (4) The Procuring Agency is required to upload newspaper clippings of the NIT published in at least three widely circulated leading dailies of English, Urdu, and Sindhi languages.
